12:00 -14:00 2017-02-06 http://donboscointernational.eu/event/presentation-alto-el-fuego-to-civil-society/ Misiones Salesianas, Salesian Missionary Procure of Madrid presents on Monday 6th February, in Brussels, the documentary “Alto el Fuego” (Cease Fire) on the process of personal rehabilitation and social reintegration of Child Soldiers implemented by the Salesians. Deprived of education for years, the minors that have been driven away from the conflict are hosted in the Salesian house “Ciudad Don Bosco” of Medellin, that in the last 14 years accompanied over 2.300 ex child soldiers. The programme “Construyendo sueños” (Constructing Dreams) welcomes them, cares for their rehabilitation and educates them, helping them to overcome the traumas they suffered through a pedagogy of trust, transforming their fears into the desire of learning, and teaching them a profession so that they may reintegrate in the society and reunite with their families. The documentary “Alto el Fuego”, directed by Raul de la Fuente, traces in 21 minutes the fears, dreams and hopes of the protagonists, Catalina and Manuel. It recounts their entry in the guerrilla warfare, the phase of de-militarization, the process of personal reconstruction in the Salesian house and their dreams of a future of peace and as actors and constructors of that same peace. “I want to buy a small house… no, a big house! I want to go to University, to think big…”, says Catalina who has just obtained her diploma in Graphic Arts at Ciudad Don Bosco. Catalina and Manuel, young people delivered from FARC in Colombia; Rafael Bejarano, Salesian and Director of “Ciudad Don Bosco” in Medellin; and James Areiza, educator and responsible for the Programmes of Child Protection at “Ciudad Don Bosco” in Medellin will also be present. - Intervention in European Parliament – Alto El Fuego

Kindly note that this next lunch will be open to other peacebuilding, human rights and development civil society organizations in Brussels. Topic: This discussion will address the legislative proposal “Regulation of the EU-Parliament and of the Council amending Regulation (EU) No 230/2014 of 11 March 2014 establishing an instrument contributing to stability and peace” (IcSP) that was presented by the EU-Commission together with a Document on Capacity Building in Support of Security and Development (CBSD) in July 2016. Several civil society organisations have expressed their concern as they see a trend that development funds will be used to ‘train & equip’ partner countries’ armies. Furthermore, they point to the risks involved with this initiative, in particular in the context of fragile states or states that do not show a convincing performance in human rights standards. Last December, the European Parliament (EP) decided that the rapporteur on the CBSD portfolio would be a member of the Committee on Foreign Affairs (AFET) from the Group of the European People’s Party (Christian Democrats) and European Democrats (EPP). For reference, I attach the legislative proposal to amend the Instrument contributing to Stability and Peace for CBSD ( i.e.: Train & Equip initiatives) and the impact assessment accompanying the legislative proposal. This discussion will be an opportunity to bridge actors and policies on peacebuilding, development and human rights; and for civil society in Brussels to learn about this initiative and/or share interests and concerns on this issue. This project is a structured dialogue on the theme of youth Inclusion with the participation of young people and policy makers. Youth Inclusion through education, employment and empowerment can be a response to the present European youth crisis of high youth unemployment rates, the growing number of poor people, significant number of vulnerable young people leaving school without qualifications, rising figures of suicide, addictions, and stress levels causing ill health. Ensuring well being among all youth is a challenge especially to the poorest youth. Poor physical and mental health is also a significant part of the life of poor youth. The aim of the project is to learn more about groups of poor young people amongst the poorest youth. Among the groups of young people that are identified that more information and insight will be sought are: migrant youth, unemployed youth, NEETS, early school leavers, youth who left care, youth with mental health needs, disabled youth, and incarcerated youth. A group of 48 young people from Palermo, Milan, Slovakia, Slovenia, Croatia and Malta will be meeting in Malta between the 21st and 26thFebruary 2017 to engage in a process of dialogue between young people and policy makers to explore further the theme of youth inclusion. - Children in Migration Network.
